Well, you must have folded right all the marks in order to step 9 goes right. On the 8, specifically, you can't just fold the triangle down; you must create a big triangle, with a square angle on the left. It is a squash fold, like the bomb base. The 9 is like the 12 step; a petal fold, but the 9 goes with a different shape, not so normal.
If your diagram is confusing, try the Origami Tanteidan Magazine 129 (hope it's not the same one). I don't have the link anymore :/
